I am born in Maharashtra but I have completed my 10th and 12th from outside. Can i upload my birth certificate instead of domicile ?

The place you are born in is your state of domicile.Since you are born in Maharashtra it's your state of domicile .Domicile certificate/Permanent Residential Certificate (PRC) is a proof that you are citizen of that state .You might have done your 10/12th from outside but it doesn't matter if you have the domicile certificate.

In case of registration , you are required to submit your Roll No, Registration No, Name, Mother's Name & Date of Birth as printed in their NEET Rank Letter. However during the counselling you will be required to submit your domicile certificate as a mandatory requirement. Most probably you will be under all india quota only.
