i am born on 10th September 1991 will i be eligible for UPSC 2023?

A civil service Candidate must be a minimum of 21 years of age and must not be more than 32 years of age. General Category & EWS: 32 years; 6 attempts. OBC (with certificate): 32 years + 3 years; 9 attempts. SC/ST: 32 years + 5 years; unlimited attempts. General Category: 6 attempts till 32 years of age. The number of attempts for IAS exam: OBC: 9 attempts till 35 years of age. The number of attempts for IAS exam: SC/ST: unlimited attempts till 37 years of age.

as you mentioned your birth month is September and your birth year is 1991. let me assume you belonging from general category then your age is 31 year right now and you can apper for UPSC exam till 32. so you have 1 more year to be apper in UPSC.

my suggestion for you will be to study hard as it is your last month. maintain consistency work hard, study timely and crack UPSC.
