With reference to your above mentioned query, I would like to tell you that since you were born on 23rd feb, 2008, then by 2024 your age would be 16 years. So, it is not possible to give NEET exam at age of 16. I don't think you can give NEET exam by 2024, because according to the rules of NEET the age of the applicant must be minimum 17 years to be eligible. At the age of 16 years, they won't allow you to fill the application form . So, by 2025 you are allowed to give your NEET exam.
Further, the eligibility criteria for NEET examination is given as follows :
Qualifying Exam for NEET -

Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.

Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
NEET age limit - Candidates must have completed 17 years as on December 31, 2024.
NEET eligibility marks -
he class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects

Maximum Number of Attempts for NEET - There are no restrictions on the maximum NEET attempt limit.

No you will not be eligible for NEET UG 2024. You will be eligible from NEET UG 2025.
The reason being is your age, as per your DoB, you will be completing your 17 years on 23rd Feb. 2025 and before completing 17 years of age one cannot appear for NEET UG examination.
Complete NEET UG eligibility criteria is mentioned below as per the current criteria :-
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st of the examination year, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by the examination year if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.

No, you are not eligible for Neet 2024 examination with your mentioned date of birth .
This is because,
To be eligible for Neet examination one needs to be at least 17 years old by 31st December of the year in which one is attempting Neet i. e To be eligible for Neet 2024 examination one needs to be at least 17 years old by 31st December 2024
But ,
You fail to fulfill this criteria ,
As with your date of birth , you will be 17 years old on 23rd february 2025 i. e after 31st December 2024 and thus you are not eligible for Neet 2024 examination.
You will become eligible for neet in 2025 i. e for neet 2025

-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination from any recognised board with physics, chemistry ,biology/biotechnology and English as core subject.

Upper age limit :-The upper age limit is 25 years as on the date of neet examination and there's relaxation of 5 years for obc ncl/SC/ST /PwBD students means upper age limit is 30 years for these categories.
†††† But since 2018, the case of upper age limit is pending in supreme court , and so there's no upper age limit as of now until supreme court gives its judgement over it.
