Yes, you can apply that way and there will be no problem. You apply for NEET, prepare for it and clear on appearing.
In Counselling, if you get placed in any college, then ask for your college to relieve you with your certificates so that you can join Medicine.

It's completely ok if you are BSc first year student.
Neet eligibility criteria says that, to be eligible you must have passed in English and in both the theory and practical of PCB i.e Physics, Chemistry and Biology individually with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if belong to general category , or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st
Also, Minimum age limit is 17 years old ,so to be eligible for neet 2021 one has to be at least 17 years old by 31st December 2021
So, if you fulfill these criteria then yes you are eligible for Neet examination and yes after qualifying Neet examination you will be able to participate in counselling and then on the basis of marks obtained by you in NEET examination you can get admission in Medical Colleges and don't worry there will be no problem in admission just because you are a BSc student. So, you don't need to worry at all

You stand a good chance in giving NEET exam for 2021 as the eligibility says you need to pass 10+2 examinations with Biology as one of the compulsory subjects along with Physics,Chemistry etc.So there will be no problem in giving the examination once you match the eligibility criteria.However after qualifying you need to sit for counselling and select your preferred choice of college.There will be no problem in MBBS Admission as such.
