Basically, to apply for Indian Police Service examination a candidate must hold a Bachelor's degree from any of the universities recognized by the UGC or have an equivalent qualification. So it doesn't really matter which course you take on but since you have completed your 12th standard with commerce stream ,you can go for higher studies like bachelor's degree B.com,BBA,BCA etc. After completion of bachelor's degree you can apply for IPS examination.

It does not matter whatever degree you take after 12th class. You just need to become eligible to write UPSC exam which is to grab a bachelor's degree and the age should be atleast 21 years. You can choose any course related to your subjects for graduation. It could be Bachelor of Commerce, Bachelor of Business Administration or any other course. Just keep in mind one thing. This course should be able to provide you job in case you fail to make the cut for Indian Police Service. It is always better to have a backup option ready. Other than this, if you take B.com (//B.com) and choose economics or commerce subjects as you main subjects of UPSC then definitely it would become easier for you as you already would have been studied these subjects in your UG.
