I AM COMPLETED ITI ELECTRICIAN (AUGEST 2019) AND NOW CAN I GO ABROAD FOR FURTHER STUDY OR NOT.

ITI is a very basic course and thus I would recommend you that if you want to study further then you can take admissions in india also. As ITI is not considered as 12th in most of the foreign countries so I'll suggest you that you to do your graduation from India then go abroad for your masters if needed.
