Take a print of it and go through the details of the syllabus atleast for 1 week. This will create a sequence in your mind about what to read and what not to read and you will not get off the track from syllabus. The second thing is to research for materials. Now in order to do that you have to consider a parameter that you are self preparing or going to join an institute. If you are joining an institute then you will get the guidance of reading materials from there and if you are self preparing then go for the open sources available online and find out the books which are required. Download pdfs read a single chapter. If you find comfortable go for it else select another book. This can be time consuming but once you select the right material 50% of your problem is solved. Now try to make a good reading habit. Create routines and try to follow them as strictly as you can. If you become punctual in your studies and if you are sincere in it then only you will be able to be a sincere officer. So follow this tips for the starting 3 months of your preparation, slowly you will be able to make your own strategy by yourself.
Now to focus on it is entirely dependent on your passion. If you are passionate about civil services then you will automatically focus on it. There are no other strategy for focus. The key is enthusiasm for the job.
