From your profile it seems you belong to Maharashtra hence I presume  you're enquiring for Maharashtra Public Service Commission and UPSC, well the former is a state level exam while UPSC CSE is conducted at national level, the eligibility criteria for both is passed graduation in any discipline from a recognized university, but the age limit in general in state PSCs exam are high to that of UPSC, and one more thing with MPSC your job locations will confine in Maharashtra only, it's not that you cannot get Maharastea as job location if you appear for UPSC, but then it depends in which place you may get posting, as UPSC is national level exam so it's not mandatory that you'll get Maharashtra only, if you're open to working in other locations then go for UPSC, also the Syllabus of UPSC is extensive, and the repute, payscale and opportunities are of higher scale to that of state level PSCs in general, I would say go for UPSC, and yes, one mandatory factor in state level PSCs exam are knowledge of local language in terms of reading, writing and speaking which isn't the case with UPSC.
