After passing diploma course to get admission in BTech course in in India student has to get direct admission after completing the one year diploma course in the respective subject.
But in a case of abroad admission student has to gone through some of the language test like IELTS or TOEFL and exam withit SAT i.e. scholastic aptitude test. For ACT exam which is particularly taken by US educational Board. Student has to secure atleast 60% in plus two exam and get a diploma of the respective subject in which the student want to get a degree in abroad.

Different countries have different set of rules for admission in their college and universities courses. So the standard procedure to get an admission abroad is as follows.
1. GRE or GMAT (applicable to some countries)
2. English proficiency test IELTS or TOEFL or PTE
3. Bachelors degree jn engineering (in your case bachelors degree in chemical engineering)
4. CV or resume
5. Letter of recommendation.
Many universities do not consider diploma . But some universities consider it . And some universities consider diploma partially and want students to pursue 1 or 2 year course relating to their subject and then apply for masters degree.
So you need to choose the country or the university and then take the decision accordingly.

There are different countries with their different set of rules regarding courses . So many countries do not consider diploma as bachelor degree. And to get admission in colleges in abroad one need to fulfill the requirements:
For masters degree:
1. GRE /GMAT (for some universities)
3. Bachelor's degree in engineering . (In your case it should be bachelor degree in chemical engineering)
5. letter of recommendation.
So you need to choose the country or university where you want to study and then have to take decision accordingly .
For instance some countries or universities ma u consider your diploma in chemicals engineering and would want you to do 1 or 2 year course which would be equivalent to bachelor degree and then you can get admission in masters course.
Or in some country or university it is compulsory to do proper bachelor course and then you can apply for masters degree. So here it would be your decision that whether you want to do the bachelor degree in india and them masters degree in abroad or both bachelor and masters degree in abroad.
