Yes, you are eligible to apply for CSIR NET. But you are only eligible to apply for JRF and not Lectureship. You must note the following eligibility criteria for CSIR NET exam before applying for CSIR NET
- Candidates who have completed the four year BS program or hold a BE/B. Tech/B. Pharma/Integrated BS-MS/MBBS/BSc (Hons)/M.Sc. or Equivalent degree/B.Sc (Hons) or equivalent degree or students enrolled in the Integrated MS-PhD program with a minimum of at least 55% marks for General & OBC-NCL candidates (50% for SC/ST candidates, physically and visually handicapped candidates) are eligible to apply for CSIR UGC NET.
- Candidates who have enrolled for M.Sc. or have just completed 10+2+3 years of any of BS program or hold a BE/B. Tech/B. Pharma/Integrated BS-MS/MBBS/BSc (Hons)/M.Sc. or Equivalent degree/B.Sc (Hons) qualifying examinations will also be considered eligible to appear for the exam under the Result Awaited (RA) category are eligible for CSIR NET. In order to avail the fellowship, however, such candidates will have to complete the qualifying degree with the required percentage of marks within the given validity period of two years.
- Candidates holding a Bachelor’s degree, whether in Engineering, Science or any other discipline will be eligible to avail the CSIR fellowship only after they have enrolled for Ph.D./Integrated Ph.D. program within the given validity of 2 years.

yes, you are eligible to apply for CSIR NET exam. You can apply for Junior Research Fellowship but not Lectureship. CSIR UGC NET eligibility criteria in terms of educational qualification and age are given below:
Educational Qualification
M.Sc or equivalent degree/ Integrated BS-MS/BS-4 years/BE/BTech/BPharma/MBBS with at least 55% marks for General (UR) and OBC candidates and 50% for SC/ST, Persons with Disability (PwD) candidates.
Candidates enrolled for M.Sc or having completed 10+2+3 years of the above qualifying examination as on the closing date of online submission of application form, are also eligible to apply.
B.Sc(Hons) or equivalent degree holders or students enrolled in Integrated MS-PhD program with at least 55% marks for General (UR) and OBC candidates; 50% marks for SC/ST, Persons with disability (PwD) candidates are also eligible to apply.
Candidates with bachelor’s degree will be eligible for CSIR fellowship only after getting registered/enrolled for PhD/Integrated PhD program within the validity period of two years
Candidates having Bachelor’s degree are not eligible for Lectureship
Age Limit:
For JRF: The maximum age limit is 28 years. Upper age limit is relaxed upto 5 years in case of SC/ST/Persons with Disability(PwD)/female applicants and 3 years in case of OBC(non creamy layer) applicants.
For LS(NET): There is no age limit.

Yes, you are eligible to take CSIR NET exam in your BS final year but only for Junior research fellowship not for assistant professor.
If you want to apply for assistant professor too then you have to complete your post-graduation firstly.
And make sure that you have minimum 55% aggregate in your qualifying degree.
