Hi
Ignou doesn't issue transfer certificate they issue migration certificate. Transfer certificate is for transfer between two colleges under the same university whereas migration certificate is for switching from one university to other university.
But you are supposed to attach consolidated mark sheet and degree certificate with the migration form but since you haven't appeared or given any exams or not even completed the degree I am not sure if you are eligible for the certificate just for registering a course in an open university. Unlike regular universities where you attend college daily this is an open university we are talking about at least you should have completed a degree.
The migration form link is given below
http://www.ignou.ac.in/ignou/studentzone/download/Applicationformc
For applying the following should be done
1) A fee Rs.500/- should be remitted by way of a Demand Draft drawn in favour of IGNOU and payable at the city of Regional Centre concerned.
2. At the time of submission of the application for issue of Migration Certificate, the applicant should attach duly attested Xerox copy of consolidated Statement of Marks and the Degree Certificate/ Provisional Certificate issued by this University.
3. It should be submitted at the Regional Centre to which the student was last attached with.
4. Duplicate Migration Certificate can be issued on payment of Rs.500/-, in case the same has
been lost, destroyed or mutilated, on submission of an Affidavit drawn upon a non-judicial stamp paper the value of Rs.10/- to be sworn in before a Magistrate on the following format : (the format is given in the form itself)
hope this helps!
