Yes, you can apply but you need to check the following eligibility,

If your bachelor’s degree is in 10+2+3 education pattern and you have secured at least 45% marks with adequate proficiency in the concerned language. You can apply for MA Hindi JNU.

You can apply for MA in Hindi from JNU even if you had Pol science in your BA. As there is only one criterion for the admission that is you have to maintain the 10+2+3 academic pattern which means you don't have any backlog from your 10th to graduation plus you have to have 50% in your graduation. If you fulfill this criterion you can fill the form.
