For state domicile he/she must be resident since 10Years(it may vary according to state)
If you are a minor then certificate is issued based on the parent certificate.
Now according to your question you are domicile of Maharashtra then go for Maharashtra only
There you can get 85% of state quota seats so here chances are high for you.
If you go to AP or Telangana then you have only 15 seats in all india quota.
