As you are scoring only around 300 Marks out of 720 in NEET and by considering your Category as General, you are not going to have any Government Medical College for MBBS, BDS, BAMS, BHMS, etc in India.
Now let's come to your question, you need to score at least 600+ Marks in NEET for getting a seat in Government Medical College. As you have already scored half marks in your first attempt, believe me, if you study all over again with doing hard work, rest of the remaining score you will gain.
Trust yourself, you have the potential to score 600+. The reason for your low score would be :-
If you make your above mentioned weaknesses stronger, you will surely gain 600+ or even more than that.
So, my strong suggestion for you is that you must go for a Year Drop and please don't change your field or stream. Study harder, be consistent and determined and one day you will be in your dream medical college and that too for MBBS.
