I am expecting 49marks in GATE 2019 Chemical Engineering discipline (OBC Category), can i get any IIT?

Since your friend has achieved 49 marks in the gate examinations, you have a good chance to get admission in the IIT's, and what course or subject you wish to study also plays a vital role, but as u mentioned in OBC category, you still might get a good chance.
For example, the top branches would not be available but if IIT is the target then your friend has a pretty good chance.
