According to your prediction you can most probably get a state quota seat in PGI, rohtak. Last year the cut off for general category students for all India quota seats was around 605 and for state quota seats, the cut off was 590.
So according to this you may get a state quota seat in the college.
The cut off may change this year. I would suggest you not to be totally depend upon single college, your score is good, you can get other good colleges in haryana and others states as well.
