Indian Institute of Science, Education and Research is among the premier institutions of India.

With your above mentioned rank, it'll be quite difficult for you to fetch a seat in IISER even in OBC NCL Category.

I'll suggest you to wait till the final round of counselling as this may fetch you a seat there.
