I am expecting a mark of 553 in neet exam ( general category) in 2018. can I get any govt. medical college in India?

Based on your score the chances are less to get a seat in 15% quota seats and state quota seats cutoff varies state to state. so if you explain the particular state name then I can help you more about.

I have state domicile of delhi as well as yttar pradesh can you tell me what are the possiblities of getting goverment colleges for me i have 553 marks and general category

As per the last year cutoff according this score you should have the chance for state quota seats in UP.
