Closing OBC rank for NIT Tiruchirappalli was :-

• Electronics and Communication Engineering branch - 6064 (Home state and female quota)

Closing OBC rank for IIITDM Kancheepuram was :-

• Electronics and Communication Engineering branch - 10481

So you have no any chances to get any of NIT Tiruchirappalli or IIITDM Kancheepuram with ECE branch even if you have Home state and female quota. Also note that there is no Home state quota for IIITs.
