I am first year bsc-2019-20 student but i failed to give my university exam, now i want to apply for neet 2021. Is i'm eligible for neet exam?

Yes but if you have not passed university exam then you can consider yourself as class 12 qualified student. According to the Eligibility criteria for NEET , Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
Also, candidates belonging to the UR category should have 50% aggregate marks only for PCB subjects, OBC/SC/ST category students should have 40% aggregate marks in PCB.
If you fulfil the eligibility criteria then you can appear for the NEET 2021 exam and your qualifying code will be 02.

I have to submit my 12 tc Or bsc tc to goverment med college?
You don't need to worry even if you are a BSc student and failed in your BSc , you are still eligible for Neet 2021 examination provided
you must have passed in English and in both the theory and practical of PCB i.e Physics, Chemistry and Biology with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category , or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st
Also,there'sno upper limitfor neet examination, so you don't even need to worry for your age
