Hello, A candidate who is not a permanent resident of Bihar but who has passed the MBBS exam from the Medical College in Bihar re also eligible for the counselling process. Candidates who have completed MBBS / BDS outside of Bihar are only eligible to be admitted to private medical / dental college / universities

Yes, my dear you can apply for other states private colleges. Many other state private colleges have reserved 10-15% seats for management quota so you can apply for medical stream in those colleges.
