Yes definitely you can appear for state quota counselling of Tamil Nadu because there are management quota seats in Tamil Nadu for MBBS as well as BDS so that the other state candidates can take part in their counselling for those management quota seats and also note that you would only be eligible for management seats not for government seats as the government seats are kept reserved for the domicile candidates.

As tamil nadu is one of the open state, so yes you can apply in its state counseling but only for its private colleges. As government colleges are only for domicile students in 85% quota.
