i am from bihar living in up, will ews certificate from bihar will be valid in josaa counseling?

There are no such hard and fast rules about the EWS certificate depending on the state you are applying and the state from where the certificate is issued. As a result you can apply for any counselling provided you have a valid score available. It will not matter if you have the certificate of EWS issued from the state where you are applying in. So don't worry.
