Dear aspirant
There is very less chance of getting a government college at 480 marks even with state quota because the least rank which got a seat in in government medical college in Bihar was 519 marks in Government Medical College Bettiah so you can see the difference between the least cutoff and your marks which itself shows the probability of getting admission in government medical colleges in Bihar under OBC category
This year the paper was easy as compared to two previous years so the cutoff will go high there is slim chance of getting into Government College in Bihar

Dear Sir/ Ma'm, with a score of 480 it will not be possible for you to get any seat through the 15% all india quota counselling. However, being froma reserved caste, you have a pretty good enough chance to grab a seat in a government college through the 85% state quota counselling of your state.
