Hey Namrata,
Congratulations on qualifying NEET
If Your home state or domicile is of Bihar then you can only apply for state counselling of bihar not for Jharkhand. But if you still want to apply You can Go through All India Counselling which is for the rest 15% seats but number of seats is huge.
