Dear aspirant,
You can do a MTech in CSE after doing BTech in ECE but your GATE Paper must be Computer Science and IT. There is no problem in this process. Many students change their bracnches in Masters.
And you too can change. Just make sure your GATE paper is of CSE. Then using your GATE rank your college will be determined. There is no procedure to it just sit for the gate cse paper and now you are eligible for cse streams in mtech.
As for when is it possible, it is possible when the gate applications start. See over there no one will check if you are from ece or cse, just select cse paper.
If you wish to pursue a M.Tech. course in CSE instead of ECE then for most of the IITs you will have to fill the GATE paper for CSE branch and have a valid score in it in order to be eligible for admission in CSE branch. Apart from this if you are trying in other colleges then they might have different guidelines and you should visit their respective websites. Hope this helps.

Yes you can do masters in CSE even you did bachelor's programme in ece.For this you have to give Gate exam in Cse and based on your gate score you can do masters in CSE from good colleges .

Yes you can. But there's a catch. First of all you will not get any government Job via your Gate score in PSU’s as they dont allow other branches student.. also you will not be able to fill the form of ISRO ,BARC and DRDO (same reason).. Now only thing you can do is Mtech from CSE and apply for campus placment or go in Teaching line.

It is not possible to join the Mtech for CSE if you pass out Btech in ECE. Because both are two different courses even if you get admission by clearing the examination. It is going to be tough for you in your studies.
