You are supposed to appear for gate in whatever branch you want to pursue your masters. If ECE, is your masters interest, then give take the exam for ECE. If yoiu want to change the brfanch for your masters, that is possible too. You have to take the examination for respective branch.

You can give the exam from ECE branch itself. You just have to satisfy the eligibility criteria for the exam which says that after 10+2, a candidate should have completed or must be in the final year of B.tech or B.E. course. If you satisfy the criteria then you can surely sit for the GATE exam.

Yes,any student who have btech degree can write or attempt gate exam also you can write gate exam for cse paper also.

There are no such rule only one rule is their that you need to complete your degree.
