OBC certificate is provided by only the respective authority of state.

However the requirement for obtaining a Delhi's OBC certificate is as below:

1. A citizen whose birthplace or parents belongs to the jurisdiction of the Government of Delhi

2. OBC certificate will be issued to residents of Delhi since 1993.

And, the authority which will issue you the OBC certificate in Haryana is a Sub-Divisional Magistrate who is head of a district subdivision, an administrative officer.
