You can apply under state quota only if you:

1. Hold a valid domicile certificate of that particular state
2. Or if you have completed your boards that is, 10th and 12th from that stare.

If you have met either of the above two eligibility critirea then you can apply under state quota. Otherwise you must try for govt colleges and deemed private universities in Uttar Pradesh through All India Counselling.

About your question yes u are applicable to do so.

• Those students who qualify the written exam have to register themselves for the NEET counselling process by filling in their academic and personal details.
• Then the process of filling the registration form comes, wherein  candidates will need to pay the NEET counselling registration fee as well. The fee can be paid online through debit/credit card or net banking.
• Later you will be able to see a list of the colleges and u can choose the preferences as per the priority.
• After that, the seat allotment will be done according to the candidates’ preferences.
• Once the counselling process is done, authorities will declare the seat allotment result.
• Once the seat allotment process is over, a time limit will all other necessary information will be given to the candidates.
• You will have to report to the college within the specified time frame.
