I am from jammu & kashmir, i during filling up my neet form, i have mistakenly marked 'yes' on the option self declaration upload as per rule, which means that i am not domiciled in Jammu & kashmir,. But the problem is that i have used my one time correction chance. So, plz.guide me what can i do.

Marking yes in Jammu and kashmir self declaration is a big mistake while using correction window if you wanted to get Jammu and Kashmir quota.
The worst thing is that,
Now, you cannot change it as correction window is a single time facility. You should have checked all your details twice before submitting the details while using correction window.
Important thing to note down is that,
Having selected yes in declaration, you are no more eligible for jammu and Kashmir state quota but doing so you have become eligible for 15% all india quota seats
Anyway,
Now nothing can be done. Still I would suggest you to contact NTA once regarding your issue, they might help you.
