i am from jharkhand and i am scoreing 530 in neet 2020 but i know the fact that my state's mbbs seat cuttoff will very high so have i a chance to get a seat through all india quota for goverment college or semi goverment college in another state in 530 marks

Assuming you are from general category, 530 marks will not be sufficient enough for a guranteed seat in Gov. college.

You don't have any chance in gov. medical college but have chance for gov. dental college Rajendra institute, Ranchi.
And in 15% AIQ seats also the cutoff is more than 570 minimum. For other state semi gov seats you are not eligible, you have to possess that state's domicile to avail.
