Yes you can write both Karnataka Cet and Maharashtra CET exams. For Karnataka CET you'll be eligible for admission to all the colleges depending upon your merit score in the state quota. For Mhcet you can write it only under ALL INDIA quota and there are very less seats available for AI quota. So you need to study accordingly and score as well.

Yes, you can give cet exam in karnataka and kerala both if the exam dates for both the cet are different.

The other state candidate can  apply to Mh cet exam but To apply for karnataka cet certain eligibility conditions are there which should be met to be eligibile to apply for the exam. So before apply to karnataka cet please read all the eligibility criteria related to domicile carefully.
