As per rules and regulations, if you have not confirmed your seat in the previous round then you can go for the other rounds if you have the confidence of getting the seat in the subsequent rounds of counselling. As it is the mop up round this round like if any aspirant haven't allotted any seat in previous round and if their is seats left over in few colleges there may be chances of getting seats. But if you participate in mop-up round and if you are allotted with some other college and if you haven't locked this college then there may be a chances of cancellation of previous seat and it may be possible that you do not have any seats after the counselling and you might be in a trouble. So be careful about your decisions otherwise you will lose your seat and money both.
