I am from Ludhiana Punjab am I eligible for the homestate quota because Chandigarh is capital of Punjab but a union territory too?

For you the home state will be considered as Punjab since you are from Ludhiana. Chandigarh is considered has union territory even though it is capital of Punjab and Haryana. But Chandigarh cut off is taken different from state of Punjab and Haryana. So you will be considered as from Punjab as home state.
