Since you are from Rajasthan, you can not have a domicile of Uttarakhand obviously.
You can only apply for the 15% All India Quota.
I am mentioning the criteria for eligibility to the 85% state quota below:
1. IS a domicile/permanent resident of Uttarakhand and has passed 10th and 10+2 from a recognized educational institution situated in Uttarakhand.
OR
2. NOT a domicile of Uttarakhand but has passed 10th and 10+2 from recognized educational institutions of Uttarakhand shall be eligible but no reservation shall be given.
OR
3. IS a domicile of Uttarakhand but has passed 10th and/or 10+2 from a recognized educational institutions situated outside Uttarakhand shall also
be eligible.
The candidate claiming him/her as domicile/permanent resident of Uttarakhand has to upload the domicile/permanent resident certificate issued by the competent authority of the state of Uttarakhand.

- Candidates who are not Domicile/Permanent residents of Uttarakhand but have passed both High school (10th) and Intermediate (10+2) or equivalent examination from a recognized educational institutions situated in the State of Uttarakhand shall also be eligible but they will not be entitled for any type of reservation.
- OR
- Candidates who are Domicile/Permanent residents of Uttarakhand but have passed High school (10th) and/or Intermediate (10+2) or equivalent examination from a recognized educational institutions situated outside the State of Uttarakhand shall also be eligible.
So if you don't fulfill any of the above, you won't be able to apply for state quota

To get admission under 85% seats of any state, domicile is required as you dont have any residential proof of Uttarakhand then you can only apply there under AIQ and in private colleges. Apart from this, the cut off varies college and category wise so please be specific with what all colleges you are targeting so that I can help you with the specific cut off and admission process.
