your percentile is average. As you have reservation category, your categorical rank will be way lower then General rank which will make you eligible for government college.
there will be high possibility if you will apply for non-technical branch or core branch. if you will apply for CSE, ECE or EEE, you may not get it.
Apply for all the possible government college option which will be suitable for you. Along with them, keep one university or private institute option for security.
private colleges are also good and students perform very well. they are capable enough to compete with IITians. private institutes provide good platform where students goes through market reality. they organize seminars, workshops, hackathons to improvise students skill.
