Ofcourse you can apply for the 15% All India quota in government Medical Colleges of Tamilnadu. But in the all India quota there is reservation for only the non creamy layer of OBC category. If you belong to the NCL category of OBC then you can avail this reservation. However the cutoff for the same is above 500. Considering your score I doubt if you can get through the all India quota. However you can apply for the same and you have no restrictions.
However you have better chances in the 85% state quota seats in the government Medical Colleges of your state. The cutoff for the same for your category is above 420 and that puts you in a safer zone. Although the cutoff depends on various factors like the difficulty of the paper and the number of seats available, let me update you with the cutoff for some major government medical colleges:
Coimbatore GMC - 425
Kilpauk Medical College Chennai - 434
Madras Medical College -499
