No, You can not apply for AIQ seats if you are from the home state of the college. You can for sure apply but while document verification process your application will be rejected. You will not only lose your seat in AIQ but also your home state quota seat.

There are no rules as such for applying in your own state colleges under All India Quota counselling but usually it is advised to not do that. The main reason for that is that there are a huge number of students applying for a limited number of seats in all India counselling. Therefore, the chances of admission in AIQ counselling becomes less in your state colleges. I would suggest that you apply in other state colleges in All India Quota counselling and then participate separately in your own state quota counselling i.e. in Telangana.
