With reference to your above mentioned query, I would like to share with your the eligibility criteria for GUJCET Exam :
Nationality - The candidate must be an Indian citizen.
Domicile -
The candidate must be a Gujarat resident by birth
Or
The candidate must have passed 10+2 in a school situated in Gujarat
Parents of the candidate must belong to Gujarat and must be living there at the time of admission.
Qualification -
The candidate must have passed 10+2 or equivalent with Physics and Mathematics as compulsory subjects. And any of the Chemistry/ Biology/ Computer/ Vocational Subject. Candidates appearing in the 10+2 examination are also eligible for the exam.
Minimum Marks - The candidate must have scored at least 45% marks in 10+2 or equivalent. Minimum marks for C/ST/SEBC/EWS is 40%

There is no restriction on writing CET of any state on the basis of domicile or borthplace. However, if a particular state has a separate quota for non-domicile students, then you would be eligible only for that quota.
