i am from UP expecting 418 in neet 2019 so can i apply for private medical colleges of other states through state counselling?

Hello,
private medical colleges of other states cannot be applied through your own state counseling. Normally, private institutions have their own exams and you have to file applications correctly in order to apply for the same. Look at the private medical college you're interested in, and then check it's admission procedure.
