If I consider the previous year data .Then you have little chances of getting admission in any of the government colleges in uttar pradesh through state quota .
You can get the following two colleges .

As you mentioned with general category and 519 marks, your chances of getting a decent government college in your state through state quota(85%) are quite high.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
