I would like to direct your attention to this Careers360 article for reference regarding the other state eligibility criteria for HPCET:

Basically, there is a 15% allocation to All India quota students. So, I would advice you to study well and get a high rank in HPCET to stand a chance of gaining admissions into the colleges.
