i am from up with obc category i have got 471 in neet is their any chance for government or semigovernment college if not then are their any private colleges with 20-25lacs range

Your marks is too low to get mbbs/bds in govt college through state quota.
Uttar Pradesh neet 2020 cut off marks for OBC category was 606 marks.
If we seee previous year trend and compare then you stand no chance of getting govt college.
At this marks you can try for govt BAMS/BHMS college through state quota counselling.
Although at your marks you will get any private medical colleges of Uttar Pradesh.
There is no any private medical College which fee's is in between 20-25 lakh.
In uttar pradesh college tuition fee minimum start from 10lakh/annum and it goes high and high. State counselling authority realise fee's chart you can check and then decide what to do.
