Yes you can give the exam but it will counted in open state. For that you have to score a rank below 1k such that you can get an admission. The rank cutoff for open category candidates are very low. So you have to prepare accordingly and make your self enough able to crack the exam. You can do it with more hardwork and getting your basics strong and able to solve any problem given.
Problem solving ability is highly needed as questions can come like in any modified way. Answer to it is simple but as lots of candidates don't practice they are not able to solve it.
So just make practice and solve it.
