Central obc NCL certificate is accepted by nits and IITs at the time of document verification in admission process so you don't need to worry about the certificate if it is made in uttar pradesh that does not mean its a state certificate.if you fulfill all criteria of central list obc candidates there should not be any problem regarding this.
