I am getting 425 in NEET according to answer key. I belong to MBC category. will i be able to get state government medical college?

Your marks and category fetch you an all India rank of 55,000-60,000 and a category rank of 23,000-25,000. This is a rank margin where nothing is certain. If you mentioned your state, it would be really great. Your state plays a major role in deciding if you'll get into a government college as cutoff trends for all states differ. And if asked, I'd say you better use your 85% State Quota. This will increase your chances.
