NTSE Qualifying cutoff 2019 for General and OBC Category is 40 and SC/ST category is 32.
Your scores are fair enough to qualify the first stage but selection for the second stage of NTSE 2019 will depend on the cutoff of Haryana NTSE 2019. Cutoff will be released along with the result.
Also, It should be noted that this year cutoff is expected to show much change due to change in the exam pattern.

NTSE Haryana 2018 cutoff not yet released however based on 2017 trends in NTSE satge1 cutoff was 127 marks in General category and 121 marks in 2016 in General category

Hence chances look good enough for conversion to second round.
