I am getting around 57 marks in Gate 2019 and I belong to obc category. I want to do my mtech in vlsi design in iits or top nits.

As per your marks secured I.e.,57 marks in GATE 2019,u can easily get top NITs and college's.
As you belong to OBC category, u have the possibility of getting seats in NITs.
