Both the universities you have mentioned are excellent im their own terms. You are fortunate enough to have a chance of making choice.
Of the two options, I would suggest you to go for BA LLB at Jamia Millia Islamia over USLLS IP University. Jamia is a Central University . Its infrastructure, campus, faculty and facilities make it an excellent option for law aspirants.It has more intakes and better placement opportunities.
USLLS is also a good option. It is a constituent college of state university i.e IP University. It has a limited intake of 60-80 candidates.
It is always logical to go for centrally owned universities than state owned ,as they have a better status among all.
The final decision is yours.
