I am going to finish my 10th class. I am good in biology but not so good at maths and physics...so is it better to choose BIPC in intermediate..and basically I am a cbse student...should I choose state or cbse syllabuscollage for my intermediate..? for my better understanding and gaining knowledge..
Choosing PCB or BIPC steam will be beneficial for you.
But at some stage you will need the necessity of mathematics during physics when you will be preparing for any competitive exam like neet, etc.
In bioc too you have to study physics.
But you can improve it by practising questions and grabbing the concepts. And with a strong bass and good in-depth knowledge surely you can master physics and chemistry too along with biology.
Now, you must choose a cbse school as per the syllabus and as per the competetion point of view.
And in school you will gain only the basics knowledge, the core in-depth knowledge can be acquired only by you via reading books practising problems and by choosing a good mentor.

As you have completed your 10th standard and as you are not good with maths and physics but good in biology. I would recommend you to not take maths with biology in your intermediate and also stick with cbse board and it has its curriculum in a more organized by way.
